i think the main problem with PGP has to do with its general usability, and often wrappers, GUIs etc. are mere workarounds to its UX flaws. like the article says, it's not much more than a swiss army knife and for many of the uses that most people mention here there are often better tools – end-to-end secure messaging, file encryption and so on.

i think pgp is a reasonable tool in absolute zero-trust circumstances, where one has to send and receive messages and files through channels that are at constant risk of tapping or phishing. even there, i'd say it's "very annoying to use" but it's probably better than death, or jail.
