I wonder what happens about the liability for content on these URL-websites. Is the liability now on the one who shares the URL, or on those who serves it?

Since (from my understanding) unzipping the content happens on the server, then the server in my opinion is still responsible for the content.

Even if it happens in the browser, the content is being shown on your domain, so good luck explaining that.
The fun part: any report will include the content in full, so any report will itself be reportable.
